Proceeding contribution from Baroness Carnegy of Lour (Conservative) in the House of Lords on Wednesday, 11 January 2006. It occurred during Debate on bill and Committee proceeding on Immigration, Asylum and Nationality Bill 2005-06.
Immigration, Asylum and Nationality Bill
I may be being stupid about this, but the Minister said that the independent monitor would report six-monthly, to get the information quickly, and that what would be important was the quality of decision-making. I do not understand how the monitor will know the quality of decision-making in each place. If there is no appeal, what is there to look at? On what will she base the report? I may be muddling the matter. If someone asks to enter and entrance is refused, they cannot appeal. How does she know that that has been properly done?
