moved Amendment No. 58:"Page 9, line 30, at end insert—" ““( ) The Secretary of State must not make regulations containing (with or without other provision) any provision prescribing requirements for the purposes of subsection (2) unless a draft of the regulations has been laid before Parliament and approved by a resolution of each House.”” On Question, amendment agreed to.
