Proceeding contribution from Hywel Francis (Labour) in the House of Commons on Tuesday, 24 January 2006. It occurred during Debate on bill on Government of Wales Bill.

Gentleman refers recall that it was a very long wait, whereas eight years is a relatively short time. I ask Members to support it, and I urge the Secretary of State, as a supporter of democratic devolution, to reflect on these issues.
