Government of Wales Bill
That answers one of my questions. New clause 12(7) states that"““within the period of two years beginning with the day on which the business scheme is first made, and . . . subsequently at intervals of no more than two years””," reports must be presented on"““how the proposals set out in the business scheme have been implemented.””" The period of two years seems to be arbitrary, plucked out of the air. Perhaps the Minister will comment.
