Rates (Capital Values, etc.) (Northern Ireland) Order 2006

I thank the noble Lord for that clear explanation, and I also thank him for allowing his officials to brief me so thoroughly earlier on. I do not know whether that has anything to do with the fact that he has answered pretty well all the questions that I was going to ask. There are perhaps one or two details that he might go into. What will the average increase per household be? What will be the overall effect, since it will increase the cost of rates for a large percentage of homeowners? The number of homeowners in the Province has, fortunately, increased significantly over the past 30 years. I have forgotten what the percentage is.
