I add one other caution along the same line as the noble Lord, Lord Kilclooney. The Minister said in his introduction that the list of bodies and their halls would be released. He also said that they must be available for use to the whole community, meaning Catholics and Protestants alike. We at the Millennium Commission grant aided a number of village and community halls all over the country, but particularly in Northern Ireland, and we have found that very difficult to enforce. I could take you to a number of village halls that got money under that pretext, but I doubt whether more than one faith or the other had been through the doors after the first year. I wonder how the Government think that they would be able to enforce that in relation, for example, to the Independent Loyal Orange Institution’s lovely big Orange halls. I expect that the Hibernians would not be allowed in if they wanted to borrow them.
