Proceeding contribution from Lord Kilclooney (Crossbench) in the House of Lords on Thursday, 2 March 2006. It occurred during Debates on delegated legislation on Rates (Capital Values etc.) (Northern Ireland) Order 2006.
Rates (Capital Values, etc.) (Northern Ireland) Order 2006
Those figures are incomplete. I assume that they are accurate, but they do not take in the overall picture. The arguments that the noble Lord is using are against the best interests of the people of Northern Ireland. He is ignoring the fact that the average income per capita in Northern Ireland is only 75 per cent of what it is in England. That must be taken into account to get a fair comparison.
