Proceeding contribution from Lord Forsyth of Drumlean (Conservative) in the House of Lords on Friday, 3 March 2006. It occurred during Debate on bill on Scottish Parliament (Candidates) Bill [HL].

Scottish Parliament (Candidates) Bill [HL]

: My Lords, I shall long remember this debate, if for no other reason than hearing the noble Lord, Lord Foulkes, describe the Scotland Act as a ““chancers’ charter””—I opposed the Scotland Act but not even I would use such extreme language—and the noble Earl, Lord Mar and Kellie, trying to blame the United Kingdom Government for the roof falling in on a building that cost £440 million when his noble friend Lord Steel of Aikwood was the presiding officer who looked after the project. I found that quite extraordinary.
