My Lords, that is not a very good argument: they keep returning a Labour government because of the share-out of the electorate in various constituencies. If they are failing a mandate, they should remember that only 20 per cent of the electorate voted for them at the last election. The Conservatives and Liberal Democrats combined accounted for 60 per cent as against the 37 per cent which was gained by the Labour Party at the election. So the noble Lord should think about that as well. Although the Government have a majority, they certainly do not have a mandate for this Bill and they certainly do not have a mandate for a compulsory element which they are seeking to force on this House and the country.
