That is a valid view. The argument could equally be expressed: of the 71 per cent who do not opt out, how many of them forgot to tick the box? I need to consider this further and talk to Members of the Committee. There are two issues. I do not think that the Government have any desire to move completely in the direction to which the noble Lord referred. I am conscious that opting in is becoming more the norm in lots of organisations. In my other duties as a Minister, I am keeping my eye on what is happening with that. I accept that this is a very particular document: people are fulfilling their civic duty in putting their names on it. But I do not get a great strength of feeling that we have got this totally wrong and should do something quite radical. Perhaps the noble Lord and I can talk about it further and see whether he feels the need to bring it back to look at again.
