Again, is there not a danger that some EROs in some of the areas chosen for the pilots might say, ““Look, we have applied and we really have to make this work””. They will bring forward tremendous resources simply to get the figures up to show that they have succeeded. They will be doing far more than what would happen in conditions of national roll-out. Equally, we might see pilots of another nature, in which they say, ““Why should we bother?””. They may have all sorts of motives for not wanting to see too many people registered in their area and may send in figures which are not representative of what would happen nationally. I am incredibly suspicious of this voluntary arrangement and the quality of the work it will produce.
