I welcome this order, which is devolutionary in trend, but it is still going to leave energy partially devolved and partially reserved, which I consider to be a muddle. I would like Scotland to become a centre of excellence in renewable energy. That is likely to be frustrated because there is no single energy policy in Scotland. In the Explanatory Note reference is made to two options: one was to do nothing, while the other was to formalise the executive devolution. How much has the DTI considered seeking to devolve the whole of energy in Scotland?
