Proceeding contribution from Baroness Carnegy of Lour (Conservative) in the House of Lords on Wednesday, 22 March 2006. It occurred during Debates on delegated legislation on Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) (No. 2) Order 2006.
Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) (No. 2) Order 2006
I am interested in how the requirement to consult is transferred by an order which I do not think has anything about consulting in it. Where does that requirement now derive from? Is it in the Act from which the power is departing or is it in the one in which it is arriving?
