The Minister gives positive examples, and no one would disagree with them, but he does not take subversion into account. When the Secretary of State was speaking to Inter Trade Ireland, or some such body, he started talking about joint adventures to seek inward investment. You cannot do that. England does not go and seek a joint adventure with France when it comes to inward investment; we would be laughed out of the House if that were the case. Yet the Secretary of State was saying, ““I’m going to lead a joint delegation to India, or wherever it is, and the Taoiseach will do the same””. There is competition over inward investment, and the Minister knows it. I want to know why what is tantamount to joint authority is happening without any reference to this House or to another place.
