Small Claims (Courts)
: The right hon. Gentleman is missing the point. The difficulty with the recommendation is not the value of the claim, but the complexity of establishing liability in the first place. Insurers will deny liability, and the victim of the injury will not be able to obtain justice as a result of this recommendation, because specialist legal knowledge is required to fight them.
