Proceeding contribution from Julia Goldsworthy (Liberal Democrat) in the House of Commons on Wednesday, 3 May 2006. It occurred during Debate on bill and Committee of the Whole House (HC) on Finance (No 2) Bill.
Finance (No. 2) Bill
It relates to sparsely populated rural areas as defined by the 2004 census. Our amendments recognise that people who live in sparsely populated rural areas rely on cars, and that those people will be hardest hit by any change in vehicle excise duty because they are least able to change their behaviour. They would allow the Government to proceed even further with the ““polluter pays”” principle, which they failed spectacularly to do in the Budget, without having an unfair impact on those vulnerable groups.
