Proceeding contribution from Lord Warner (Labour) in the House of Lords on Monday, 15 May 2006. It occurred during Debate on bill and Committee proceeding on Health Bill.
Health Bill
The Minister is positively bursting to give the Committee this new information, recently passed to me, that the Health and Safety Executive is not expected to have enforcement responsibilities in this area. That is why this provision is in Clause 10(4).
