So that I can understand where the Minister is coming from, I would like to make clear that no Member of the Committee mentioned the age of 21, except the Minister. I think he will agree with that. I paid particular attention, and I do not recall a single member of the Committee raising the idea of 21 or thinking about 21. The Minister raised it today and said that, at some stage, it is possible. What happens if the consultation that he is to undertake comes back with a significant number of people wanting 21? If that is the situation, the Committee and Parliament need to have a clear statement from the Minister, as the Minister in charge of the Bill, that when the Bill goes on to the statute book, whatever other amendments may be made, the maximum age is 18. If he cannot make that statement now, the position is very difficult and it will have to be tackled on Report.
