That, of course, will be a matter for the Departments once the powers are in place. Huge changes have brought hundreds of millions, potentially billions, of people into world markets and the world trading system for the first time—for instance, the tearing down of the Berlin wall and the communications and technology revolution over the past 10 to 15 years.
