I shall make my point and then give way to the hon. Gentleman, who was present on Second Reading. On Second Reading, my hon. Friend the Member for East Renfrewshire (Mr. Murphy), the then Minister, who is present tonight, said that he did not wish the Bill to be used for controversial measures. Understandably, he was asked what would be considered a controversial measure, and quite reasonably he said that that was a difficult definition which he had been discussing with parliamentary draftsmen and that he would table amendments at a later stage—and he has done so.
