State Schools (Independence)
Is the hon. Gentleman really saying that if there was a free-for-all on admissions, some schools would voluntarily select pupils who were less academically able and who came from more challenging backgrounds, such as children with special educational needs and looked-after children? Is he really saying that he believes such pupils would be catered for without some protection from an admissions code and without the local authority having a role to play in admissions?
