My Lords, everyone understands that this is a social cost in the sense that we are trying to help the vulnerable; nobody disagrees with that. However, it is difficult to understand how the Government distinguish putting that social cost on to the licence fee, when providing free licences for the over-75s comes out of general taxation. What is the difference?
