Police and Justice Bill
I am grateful to the noble Baroness, Lady Henig, for her support. I am disappointed that the Minister finds it a curious amendment. I do not know whether he understood my first sentence in speaking to the amendment. It is still very important for police authorities to secure best value, but the Bill will remove the power to enforce that duty. I heard what the Minister said about police authorities’ ability to get other forms of help in securing best value, but one of my main points was the power of that extraordinary body, the Audit Commission, to inspect the authority. Will it have the wherewithal to say what sort of best value it ought to apply to police authorities? Will it advise them on how they should best seek this advice? It certainly does not have the experience to do that. When the Minister looks again at what I have said, perhaps he will consider a little more carefully what encouragement I am trying to give the Government.
