My Lords, I am most grateful to the Minister for attempting to reassure me about the county councils, but there is a big difference between discretionary involvement of county councils and statutory involvement. However, I shall read the Minister’s remarks carefully in Hansard. In the mean time, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendment No. 68 not moved.]
