moved, as an amendment to the Motion that this House do agree with the Commons in their Amendment No. 16, leave out ““agree”” and insert ““disagree”” The noble Earl said: My Lords, I spoke to the amendment earlier. I beg to move. Moved, as an amendment to the Motion that this House do agree with the Commons in their Amendment No. 16, leave out ““agree”” and insert ““disagree””.—(Earl Howe.) On Question, amendment agreed to. "17: Insert the following new clause—" ““General duty to promote resolution under scheme "A scheme must include provision requiring the scheme authority and the members of the scheme, in carrying out their functions under the scheme, to have regard in particular to the desirability of redress being provided without recourse to civil proceedings.””"
