Fraud Bill [Lords]

On Second Reading in the other place, Lord Lloyd of Berwick said:"““My Lords, it seems to me that this is one of the best Bills to have come out of the Home Office for many a long year.””—[Official Report, House of Lords, 22 June 2005; Vol. 672, c. 1664.]" I would not go that far but we broadly welcome the measure, which deals with a complicated subject. At Second Reading I said this was the 53rd criminal justice Bill since 1999. This is the best of a bad bunch and stands comparison with them all. It is, but for two matters, a largely uncontroversial Bill. We are dealing with criminal intent and dishonesty, not bad manners or sharp practice, and the way in which the cases are tackled by the Serious Fraud Office and the Crown Prosecution Service
