Proceeding contribution from Lord Glentoran (Conservative) in the House of Lords on Wednesday, 25 October 2006. It occurred during Debates on delegated legislation on Rates (Amendment) (Northern Ireland) Order 2006.

I also accept that the rating system in Northern Ireland needed overhauling. In no way would I challenge that. Things have changed dramatically— [The Sitting was suspended for a Division in the House from 6 pm to 6.10 pm.]
