My Lords, as I have indicated, the final decision will rest with the other place and this House. When the order is considered, I have no doubt that very similar speeches to that which my noble friend has hinted at today will be madehere and in the other place. Indeed, she may be a participant in that debate. Therefore, all these issues will be aired. The House will have the opportunity to look carefully at Professor Crow’s report. I can merely report that the judgment that my noble friend reached is different from that reached by the professor and his panel.
