My Lords, I thank my noble and learned friend for that response. I am very glad to learn that the Government have taken seriously what has been said on both sides of the House on this issue. I am therefore happy to withdraw my amendment and await with interest what he has to say in support of his. Perhaps the noble Lord, Lord Hunt of Wirral, is moving in the same direction.
