Justice and Security (Northern Ireland) Bill

That point has been made by a number of Members, and although I was going to come on to it later, I might as well do so now. The establishment of the Department does not mean—I think that the hon. Member for Belfast, East (Mr. Robinson) concurs with this point—that the transfer of legislative competence to the Assembly occurs. That is a separate matter under legislation that the Secretary of State must introduce. [Interruption.] Yes, but the situation will be examined and the order undertaken only when the triple-lock procedure has been followed.
