My Lords, I will withdraw the amendment. The noble Baroness has continued in her tradition of helpfulness on this and has gone far enough. As I have said, I hope that this argument is raised again in the Commons because it requires to be tested in terms of whether the Government’s chosen route is the right one. Given that this is the way they are going, I wish them every good fortune and beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
