Bichard Inquiry
I wish to pursue that matter a little further. The index system, by necessity, has to duplicate the record that it is searching for. If a police force uses the index system and a record is flagged up as being available in another force, the only way to obtain it is to duplicate it. Every time an inquiry goes ahead, that piece of information will duplicated. Clearing the system of old information will keep it under control, but by necessity it lends itself to duplication in any event.
