Order. May I just say to hon. Members who are still trying to catch my eye that the average length of speeches from the Back Benches is running at about 23 minutes. Four hon. Members wish to speak and the Minister wishes 20 to 25 minutes for the wind-up. Perhaps hon. Members will do the maths if they are trying to help each other.
