Proceeding contribution from Lord Mayhew of Twysden (Conservative) in the House of Lords on Monday, 23 April 2007. It occurred during Debate on bill on Justice and Security (Northern Ireland) Bill.
Justice and Security (Northern Ireland) Bill
My Lords, the Minister has just answered the question that I was going to ask as to the statutory effect of guidance from the Secretary of State. It does not sound as if it amounts to more than something that the ombudsman hasto take into account. Sometimes it is part of ombudsmen’s jobs to get bits between their teeth. Is guidance sufficient in the important circumstances that we are talking about? That issue must be addressed.
