It is strange that the debate about the future of local government finance has become the predominant parliamentary issue in the elections. In the debate about the future of council tax versus local income tax, the First Minister himself could not even come close to saying that the current council tax policy is fair. We believe that our policy is fair and the Scottish people believe that the policy is fair.
