Proceeding contribution from Lord Deben (Conservative) in the House of Commons on Thursday, 17 May 2007. It occurred during Debate on bill on Local Government and Public Involvement in Health Bill.
Local Government and Public Involvement in Health Bill

Any house builder decides on what will be done in a particular area, usually within one local authority. It is perfectly easy for that builder to build to the higher standard that the hon. Gentleman is advocating.
