Parliamentary Constituencies (Amendment) Bill [HL]

My Lords, I am sorry, I could not resist that—I was an Education Minister. The Bill raises some interesting questions about elected representation and constituencies in the House of Commons. Because we have a formal recommendation before us from the Committee on Standards in Public Life that the whole area should be the subject of an independent review, I do not want to leave any hostages to fortune in predicting a response, except to say that we are very interested in what the committee has said. If any changes are to be made to the legislation in this fundamental area of the constitution, they are better made in the light of a formal review process than through a Private Member’s Bill without the benefit of a wider analysis and contribution. That is not to suggest that this is not an important part of that debate.
