My Lords, these Benches welcome the amendment, which improves the original drafting. We should be grateful that the High Court judges were consulted and were on hand to give this advice. The delayed Grand Committee and Report enabled them to do so, thereby providing your Lordships with their much respected wisdom and knowledge on these matters. On Question, amendment agreed to.
