My Lords, I thank the Minister for his reply, even though I am afraid that I do not agree with what he said about the balance being right. Amendment No. 5 would have allowed flexibility while promoting consistency. I do notwish to press the amendment and I beg leave to withdraw it. Amendment, by leave, withdrawn.
