Offender Management Bill
My Lords, I do not have the precise reference in the Companion, but it is pretty clear about the rules of debate on Report. I apologise if that is the case, as I feel constrained myself in offering advice to the noble Lord, but that is how the House is supposed to work. I refer the noble Lord to paragraph 7.134 on page 122 of the Companion, which states: "““Only the mover of an amendment or the Lord in charge of the Bill speaks after the Minister on Report except for short questions of elucidation””." That is the position.
