I am grateful for that. The Minister’s reply to me, if not to my noble friend, was almost exactly what I was going to say. This is about the way parliamentary draftsmen think things ought to be. It is not always clear why that is the case. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
