Flooding
My Lords, before we go any further, perhaps I may remind noble Lords that the Companion tells us: "““Ministerial statements are made for the information of the House, and although brief comments and questions from all quarters of the House are allowed, statements should not be made the occasion for an immediate debate””." I make that point because I think that a considerable number of Peers would like to make a contribution.
