My Lords, my noble friend is probably right and many factors such as that support our complaint that the sanctions regime is not working. That is evident from any examination of the situation. I beg to move. Moved, That this House takes note of the report of the Economic Affairs Committee, The Impact of Economic Sanctions (2nd Report, HL Paper 96).—(Lord Wakeham.)
