My Lords, that was an interesting speech from the Minister. He seems to have gained the impression in the preparation thereof that what the noble Lord, Lord Kirkwood, and I were complaining about was the existence of the order. Of course we are not; we are interested in the background, the follow-up and the previous activities of the two computer systems and the two departments. Although the Minister explained carefully why the amnesty was going on for another two and half years or so at the end of the period, he did not answer my question about why that period started so early. Am I to assume that it was in the year 1993-94 that the transfer was made from NIRS1 to NIRS2? If not, there seems to be no good reason for the period to start as early as it does.
