Yes, my Lords, it is of course part of government safeguards, and it should be part of Parliament’s safeguard on occasion to give the Government a green flag, an amber flag or a red flag. In this case, I think that the noble Lord, Lord Kirkwood, and I would agree that it is an amber flag; there is no way in which we can give it a green flag. However, the regulations are clearly beneficial to some 120,000 people. On that basis, I beg leave to withdraw the Motion. Motion, by leave, withdrawn.
