My Lords, I thank my noble friend. This is ambitious, and I agree that no ambition should be too high in helping and supporting disabled people, particularly in relation to employment. I stress, however, just how challenging that procurement target is—a 130 per cent increase on where we started. A lot of effort must go into that. My noble friend asked whether NGOs and other bodies are engaged in this process. There has already been engagement with some of the charities, which have acknowledged that they would be able to offer transitional or perhaps permanent employment to people who would be displaced where a particular factory was being closed. That sort of work is already under way. The more of that that we can see, the better.
