With this it will be convenient to discuss the following: Government new clause 22—Issue of warrant transferring responsibility for detention and release of an offender to or from the relevant Minister. Government new clause 23—Powers to arrest and detain persons believed to fall within section 4A(3) of the Repatriation of Prisoners Act 1984. Government new clause 24—Amendments relating to Scotland. Government amendments Nos. 144 to 155.
