I am grateful to the Minister. I am particularly grateful to my noble friend Lord Cope who hammered home the points with an elegance and vigour that I cannot hope to match. I am relieved and reassured by this definition of ““consistent”” to include predictability and regulatory stability. Since I have quoted codes at the Minister at length, I am slightly hoisted by my own petard. Having had those reassurances from the Minister about the interpretation of ““consistent””, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 5 agreed to.
