My Lords, I understand that point but the noble Lord will recognise that I have crucial reservations about the amendment. We agree with the principle and we will take steps to implement it. However, we do not think that it should be in the Bill, and certainly not in the terms of the amendment. There is no disagreement between us in principle as regards the objective, which we will seek to realise.
