May I refer the hon. Gentleman to an article by Professor Dashwood? He asked that same question:"““What then is the purpose of the Charter Protocol?””" His ruling was that it was"““Simply, it would appear, to make assurance doubly sure for those in the United Kingdom that remain determined to see the charter as a ravening beast, when it is really a paper tiger.””"
